Home Defense and Competitive Shooting Act of 2021 This bill removes short-barreled rifles (barrels of less than 16 inches in length) from the definition of firearms for purposes of the National Firearms Act. It also eliminates the prohibition on the transportation of such rifles in interstate commerce and treats persons who acquire or possess a short-barreled rifle as meeting the registration or licensing requirements for such rifle where such requirements are determined by reference to the National Firearms Act. The bill preempts state or local laws that impose a tax or recordkeeping requirements on short-barreled rifles. The Department of Justice must destroy records relating to the registration of certain rifles within one year after the enactment of this bill.
National Fab Lab Network Act of 2021 This bill establishes the National Fab Lab Network as a nonprofit corporation. A fab lab is a digital fabrication facility with the capabilities necessary to create form and function from digital designs. The bill requires the National Fab Lab Network to (1) endeavor to establish at least one fab lab in each congressional district and additional labs according to local demand, (2) link fab labs into a national network and promote their further expansion across the country, (3) serve as a training and operating resource for fab labs and their leaders and mentors, (4) maintain a national registry of fab labs, (5) provide standards and protocols for connecting fab labs, and (6) assist fab labs in producing fab labs.
Alaska Tourism Restoration Act This bill temporarily allows specific foreign-owned and foreign-flagged cruise ships to transport passengers directly between ports in the states of Washington and Alaska without stopping in Canada. Under current law, these ships cannot transport passengers from one U.S. port to another without stopping in a foreign country. The bill deems a round trip voyage between ports in the states of Washington and Alaska as a foreign voyage if (1) during the voyage, the operators of such voyage send U.S. Customs and Border Protection and the Canada Border Services Agency an email containing the names of each alien crew member with a valid nonimmigrant work visa; and (2) the voyage begins not later than February 28, 2022. The operators of these voyages must also retain a COVID-19 Conditional Sailing Certificate from the Centers for Disease Control and Prevention (CDC). Authority to conduct these voyages shall terminate on March 31, 2022, or when Canada lifts its COVID-related restrictions, whichever occurs first. Voyages may not occur during any period for which the CDC has issued an order to suspend cruise ship operations. The bill also directs the Department of Transportation to require, through regulations, the installation of automated external defibrillators on passenger vessels (including cruise ships).
This bill requires the Department of Health and Human Services to award additional funds to the Indian Health Service Sanitation Facilities Construction Program. This program provides American Indian and Alaska Native homes and communities with water supply, sewage disposal, and solid waste disposal facilities.
Wastewater Infrastructure Improvement Act of 2021 This bill sets forth requirements and establishes incentives to control water pollution. Specifically, the bill reauthorizes and revises several existing grant programs that address water pollution, including grants concerning implementing state water quality improvement programs, increasing the resilience of public wastewater utilities to man-made or natural disasters, recycling wastewater or stormwater, constructing sewer overflow and stormwater management projects, and supporting the clean water state revolving fund. In addition, the bill revises requirements concerning the National Pollutant Discharge Elimination System (NPDES) permit program of the Environmental Protection Agency (EPA). The bill allows the EPA to issue certain NPDES permits to states or municipalities for up to 10 years (currently, 5 years).
This resolution welcomes President Moon Jae-in of South Korea to the United States. It also reaffirms the importance of the U.S.-South Korea relationship to peace, security, and prosperity on the Korean Peninsula and in the Indo-Pacific region.
This resolution designates the week of May 9-May 15, 2021, as National Police Week.
Gym Mitigation and Survival Act of 2021 or the GYMS Act of 2021 This bill establishes a grant program to provide economic support to eligible fitness facilities in response to the COVID-19 (i.e., coronavirus disease 2019) pandemic. Specifically, the bill authorizes the Small Business Administration to make initial and supplemental grants to privately owned fitness facilities that primarily provide health or fitness services and that do not offer golf, hunting, sailing, or riding facilities. The total amount of grant funds for a recipient may not exceed $25 million, and the recipient must use these funds for payroll costs, rent or mortgage obligations, and other ordinary and necessary business expenses.
Promising Pathway Act This bill establishes a provisional approval pathway for medicines intended for serious or life-threatening diseases, including illnesses posing a threat of epidemic or pandemic. The period of the provisional approval is for two years and is potentially renewable. The Food and Drug Administration (FDA) must establish a priority review system to evaluate completed provisional approval applications within 90 days of receipt. A provisional approval application may be approved if the FDA determines that (1) there is substantial evidence of safety for the drug; and (2) there is relevant early evidence of efficacy, based on adequate and well-controlled investigations. During the COVID-19 (i.e., coronavirus disease 2019) pandemic, or another epidemic or pandemic, the FDA must accept and review various portions of a provisional approval application on a rolling basis. The manufacturer of a provisionally approved drug must require patients to participate in an observational registry. A manufacturer that fails to comply with registry requirements is subject to civil penalties. A provisionally approved drug must be labeled as such. If a drug that receives provisional approval status is not brought to market within 180 days of the approval, the approval must be rescinded. The bill also limits the liability of a manufacturer of a provisionally approved drug with respect to any claim under state law alleging that the drug is unsafe or ineffective. Private health insurers and federal health care programs shall not deny coverage of a provisionally approved drug on the basis of it being experimental.
Protect Our Heroes Act of 2021 This bill establishes new criminal offenses for killing or assaulting (or attempting to kill or assault or conspiring to kill) a current or former judicial officer or public safety officer in circumstances that affect interstate commerce while the officer is engaged in official duties or on account of past performance of official duties. A violation is subject to criminal penalties—a prison term, a fine, or both.
Probation Officer Protection Act of 2021 This bill authorizes a probation officer to arrest a person other than the probationer without a warrant if there is probable cause to believe the person forcibly assaulted or obstructed a probation officer engaged in the performance of official duties.
