Afghan Allies Protection Act of 2021 This bill modifies a program providing special immigrant visas to eligible citizens or nationals of Afghanistan who assisted U.S. efforts there and addresses related issues. The bill extends the program through 2023 and increases the number of visas available. An individual may become eligible for a visa after assisting U.S. efforts in Afghanistan for one year, whereas currently some individuals must have served for two years. Furthermore, for an applicant qualifying for a visa by performing duties with a NATO mission in Afghanistan, the bill eliminates a requirement that the duties performed qualify as sensitive and trusted duties. The bill removes a requirement that the individual has experienced or is facing an ongoing serious threat due to their assistance to the United States or NATO. The Department of State or the Department of Homeland Security may postpone the program's medical examination requirement. An individual who received a postponement must undergo a medical exam within 90 days of admission into the United States. The bill also expands surviving family member benefits for the Afghanistan program (and a similar program for Iraq) to a surviving spouse or child of an individual who submitted an application to the Chief of Mission that would have been approved but for the individual's death. Currently, such survivor benefits only apply if the deceased individual's petition was approved.
Iran Nuclear Treaty Act This bill requires Senate approval of certain actions with respect to Iran's nuclear program. Specifically, the bill deems any agreement reached between the President and Iran relating to Iran's nuclear program to be a treaty that is subject to the advice and consent of the Senate. Further, the bill prohibits the President from (1) limiting the application of certain sanctions, or (2) refraining to apply such sanctions pursuant to an agreement unless the agreement is subject to the advice and consent of the Senate as a treaty.
This resolution (1) recognizes World Oceans Day and affirms the individual and collective duty, both nationally and internationally, to protect, conserve, maintain, and rebuild our oceans and its resources; and (2)expresses commitment to increasing the investment of federal funds into scientific research and monitoring to better understand the changing oceans and to accomplish the goals of the United Nations Decade of Ocean Science for Sustainable Development.
Increasing Access to Quality Cardiac Rehabilitation Care Act of 2021 This bill accelerates and expands certain changes that are scheduled to take effect relating to the coverage of cardiac, intensive cardiac, and pulmonary rehabilitation programs under Medicare. Currently, such programs require physician supervision. Effective January 1, 2024, physician assistants, nurse practitioners, and clinical nurse specialists may also supervise these programs. The bill expedites the effective date of these changes to January 1, 2022, and also allows these practitioners to administer programs in their offices, prepare and sign treatment plans, and prescribe exercise.
This bill revises requirements for the tax exclusion for contributions to the capital of a corporation. Specifically, the bill allows an exclusion for certain amounts received by a regulated public utility that provides water or sewerage disposal services.
Physical Therapist Workforce and Patient Access Act of 2021 This bill makes physical therapists eligible for the National Health Service Corps Loan Repayment Program. This program assists primary care, mental health, and dental providers in repaying eligible student loans in exchange for working in areas with shortages of such providers.
Health Care Fairness for Military Families Act of 2021 This bill modifies the extension of dependent coverage under TRICARE by allowing a dependent under the age of 26 to be covered without an additional premium. Additionally, the bill authorizes such coverage of dependents without a premium regardless of whether they are eligible to enroll in an employer sponsored plan.
Maternal Health Quality Improvement Act This bill requires the Department of Health and Human Services (HHS) to establish specified grant programs to support positive maternal health care outcomes for pregnant and postpartum women and their infants. Specifically, HHS must award grants to (1) develop best practices to reduce preventable maternal mortality, and (2) train health care professionals to reduce and prevent discrimination when providing maternal health services. In addition, HHS may award grants to establish evidence-informed, integrated health care services to pregnant and postpartum women and their infants. The bill also provides statutory authority for a grant program that supports perinatal quality collaboratives. These are networks of perinatal care providers and public health professionals that work to improve pregnancy outcomes through continuous quality improvement. HHS also must (1) contract with an independent research organization to study and make recommendations on trainings for health professional schools and education programs on reducing and preventing discrimination in the provision of maternal health services, and (2) address pregnant and postpartum women and their infants in public awareness initiatives related to vaccinations.
Rural Maternal and Obstetric Modernization of Services Act or the Rural MOMS Act This bill expands initiatives to address maternal health in rural areas. The bill requires the Health Resources and Services Administration (HRSA) to establish rural obstetric networks. These networks must foster collaboration to improve birth outcomes and reduce maternal morbidity in rural areas. HRSA also must award demonstration grants to medical schools and other health professional training programs to support education and training on maternal health in rural areas. In addition, the bill incorporates maternal health services in certain telehealth grant programs. It also revises various research and other activities of the Department of Health and Human Services that pertain to maternal health.
University of Alaska Fiscal Foundation Act This bill directs the Bureau of Land Management (BLM) to establish a program to identify and convey available federal land in Alaska to the University of Alaska for a land grant to support higher education. The bill also permits the BLM or the Department of Agriculture to acquire by purchase or exchange, with the university's consent, university-owned inholdings within conservation system units. Any land exchanged shall be of equal value. No later than two years after enactment of the bill, Alaska and the university may jointly identify no more than 500,000 acres of land for inclusion in the program, of which not more than 360,000 acres may be conveyed and patented to the university. Upon the request of Alaska and the university, the BLM shall provide technical assistance in the identification of land. If Alaska and the university notify the BLM in writing that Alaska and the university jointly concur with the conveyance of all or a portion of the land identified for conveyance, and that Alaska relinquishes its selection rights to the land covered by the notification, the BLM shall convey the land to the university, to be held in trust for the exclusive use and benefit of the university. The BLM shall notify Congress of the land conveyed and patented.
Urban Forests Act of 2021 This bill provides for support to maintain urban forests. The Department of Agriculture (USDA) shall establish a grant program to be known as the Tree City USA Grant Program to provide competitive grants to qualifying local governments to enhance and maintain urban forests. USDA and the Department of Labor shall jointly establish Civilian Conservation Centers in urban and community areas. A specified five-year report on state forests and their resources shall contain an analysis of forest carbon over the previous two decades. Such report shall demonstrate the efforts taken by the Forest Service to conduct a strategic national forest inventory by measuring field plots in combination with advanced technology to improve data, information, and estimates of precision; and use advanced geospatial technologies to improve the area and volume estimates of those field plots, especially for sub-state regions and smaller areas. USDA shall enter into a memorandum of understanding with the Departments of Health and Human Services, Housing and Urban Development, the Interior, Labor, and Transportation and the Environmental Protection Agency to identify strategies to increase equitable access to urban forests through existing programs and authorities; and conduct research on the benefits of urban forests for air quality, heat island mitigation, energy burden reduction, and enhanced shading for heat-resilient housing and active transit.
Hamas International Financing Prevention Act This bill imposes sanctions targeting Hamas, the Palestinian Islamic Jihad, and any affiliate or successor groups. The President shall periodically report to Congress a list of each foreign person or instrumentality that knowingly assists, provides significant support or services to, or is involved in a significant transaction with a senior member or supporter of any of the targeted groups. The President shall impose two or more sanctions on the named persons. Specifically, the person may be (1) denied credit and services from the Export-Import Bank, (2) barred from purchasing certain controlled defense articles, (3) denied exports of items on the U.S. Munitions List, (4) prevented from receiving exports of certain goods or technology controlled for national security reasons, (5) prohibited from receiving financing of more than $10 million from any U.S. financial institution, or (6) subject to property-blocking restrictions. The President shall periodically report to Congress a list of foreign governments that have repeatedly provided material support for the targeted groups' terrorist activities. The President shall bar these governments from receiving for one year (1) U.S. assistance, or (2) exports of controlled munitions. The Department of Treasury shall instruct U.S. leadership of international financial institutions to oppose the provision of assistance to an identified government for one year. The bill provides for certain exceptions and waivers, such as for transactions that would serve U.S. national interests. The President shall report to Congress and periodically provide briefings on other specified topics related to the targeted groups, such as where these groups secure financing and surveillance equipment.
