Sanctions Targeting Aggressors of Neighboring Democracies with Taiwan Act of 2022 or the STAND with Taiwan Act of 2022 This bill requires the imposition of sanctions in the event of a military invasion of Taiwan by China and addresses related issues. If the President determines that China or any of its proxies has initiated a military invasion of Taiwan, or if a joint resolution making such a determination is enacted, the bill requires the President to impose visa- and property-blocking sanctions on any foreign person who is a member of the Chinese Communist Party (CCP); the Department of the Treasury to impose property-blocking sanctions on specified foreign financial institutions, including the People's Bank of China and the China Construction Bank; Treasury to impose property-blocking sanctions on any entity affiliated with the CCP; the Securities and Exchange Commission (SEC) to prohibit the trading of the securities of an issuer affiliated with the CCP on a national securities exchange; Treasury to prohibit U.S. financial institutions from making certain investments, such as investments in an entity owned or controlled by the CCP or China's military; and the prohibition of the importation of certain goods, including goods produced wholly or in part in China or by certain entities owned or financed by the CCP. Furthermore, a depository institution or an SEC-registered securities broker or dealer may not process funds transfers (1) to or from China, or (2) for the benefit of CCP members. The bill provides various waivers and exceptions to the required sanctions and prohibitions, such as an exception for certain U.S. intelligence activities.
Strengthening the Public Health Workforce Act This bill reauthorizes through FY2025 and makes changes to the Public Health Workforce Loan Repayment Program (a program that awards student loan repayment to individuals with qualifying degrees who commit to work full-time for a federal, state, tribal, or local public health agency for a period of obligated service). Changes to the program include increasing the maximum repayment amount; eliminating the option for individuals to complete the service obligation in a federal public health agency; and expanding the scope of qualifying degrees to cover, for example, those in statistics, computer science, and programs related to information technology. In addition, the Department of Health and Human Services may take actions to equitably distribute awards across geographic regions, among jurisdictional levels, and between urban and rural areas. The bill also requires the Government Accountability Office to conduct an evaluation of the public health workforce.
Justice for ALS Veterans Act of 2022 This bill extends increased dependency and indemnity compensation to the surviving spouse of a veteran who dies from amyotrophic lateral sclerosis (ALS or Lou Gehrig's disease) regardless of how long the veteran had such disease prior to death. Under current law, such compensation is paid for a service-connected disability that was rated totally disabling for a continuous period of at least eight years immediately preceding death.
Building a Sustainable Workforce for Healthy Communities Act This bill reauthorizes through FY2027 and revises a program carried out by the Centers for Disease Control and Prevention that supports the use of community health workers to improve health outcomes in medically underserved communities. The bill also requires the Government Accountability Office to report on the effectiveness of and other matters concerning the program.
SRES 485 is a Senate resolution honoring the late Senator Harry Mason Reid, Jr., of Nevada, who died in 2021. The resolution expresses the Senate's sorrow at his passing, extends condolences to his family, and directs the Secretary of the Senate to communicate the resolution to the House of Representatives and provide a copy to Reid's family. Cures 2.0 Act This bill addresses pandemic preparedness and public health issues, caregiver and patient engagement, drug development, insurance coverage, and biomedical research. The Department of Health and Human Services (HHS) must undertake research and other activities concerning COVID-19 and develop a strategy for future pandemics and declared emergencies. Additionally, the bill specifies actions to combat antimicrobial resistance. HHS may award grants for caregiver training. The bill also addresses diversity in clinical trials, collecting patient experience data during clinical trials, and coverage for care related to participation in specified clinical trials. The bill modifies the timeframe and requires additional guidance relating to expedited approval of certain breakthrough drugs, devices, or products. It also establishes two intercenter institutes within the Food and Drug Administration (FDA) focused on particular diseases that meet specified criteria. The bill also addresses (1) coverage in Medicare, Medicaid, and the Children's Health Insurance Program for telehealth, genetic and genomic testing, and other services; (2) electronic prescribing standards for Medicare drug benefits; and (3) access to Medicare and Medicaid claims data by certain registries. Furthermore, the bill prohibits the use of geographic tracking or biometrics in Medicaid electronic visit verification systems. The bill establishes the Advanced Research Projects Agency for Health (ARPA-H) within the National Institutes of Health to accelerate biomedical research and innovation through grants, contracts, cash prizes, and other means. The FDA may work with ARPA-H to expedite the development of medical products through specified activities.
This bill authorizes the National Medal of Honor Museum Foundation to establish a commemorative work on federal land in the District of Columbia in honor of the extraordinary acts of valor, selfless service, and sacrifice displayed by Medal of Honor recipients. The foundation shall be solely responsible for the acceptance of contributions for, and the payment of expenses of, the establishment of the commemorative work. Federal funds may not be used to pay any expenses for the establishment of the commemorative work. The establishment of the commemorative work shall be in accordance with the Commemorative Works Act.
Accelerating Access to Critical Therapies for ALS Act This bill establishes grant programs to address neurodegenerative diseases, such as amyotrophic lateral sclerosis (also known as ALS or Lou Gehrig's disease), and contains other related provisions. The Department of Health and Human Services (HHS) shall award grants to eligible entities for scientific research utilizing data from expanded access to investigational ALS treatments for individuals who are not otherwise eligible for clinical trials. The Food and Drug Administration (FDA) shall award grants to public and private entities to cover the costs of research and development of drugs that diagnose or treat ALS and other rare neurodegenerative diseases. HHS shall also establish the Public-Private Partnership for Neurodegenerative Diseases between the National Institutes of Health, the FDA, and at least one eligible entity (generally, an institution of higher education or a nonprofit organization). The partnership shall support the development and regulatory review of drugs that address ALS and other rare neurodegenerative diseases. The FDA shall publish on its website a five-year action plan for fostering the development of drugs that improve or extend the lives of people living with rare neurodegenerative diseases. The Government Accountability Office must report to Congress about the grants provided under this bill, including an analysis of the impact of such grants on research and development of treatments for ALS.
Wildlife Conservation and Anti-Trafficking Act of 2021 This bill sets forth provisions relating to wildlife conservation, anti-trafficking and poaching, and illegal fishing. Specifically, the bill directs the Departments of Justice, the Interior, Commerce, State, and the Treasury to develop a plan of action for awards to whistleblowers of violations of laws applicable to wildlife trafficking; directs Interior to carry out the International Wildlife Conservation Program to, among other things, address global conservation threats and combat wildlife trafficking and poaching; provides funding for the conservation of certain endangered species; authorizes Interior, in consultation with the State Department, to station not less than one U.S. Fish and Wildlife Service officer in the primary diplomatic or consular post of the United States in a focus country or country of concern (i.e., countries engaging in wildlife trafficking); and directs Commerce to make amounts available for illegal, unreported, and unregulated fishing enforcement. The bill also modifies the federal criminal code to make wildlife trafficking and illegal fishing predicates with respect to the enforcement of certain criminal offenses, including racketeering and money laundering.
Preventing Mandates on Toddlers Act This bill prohibits federal funds from being used to implement or enforce the Department of Health and Human Services' rule titled Vaccine and Mask Requirements To Mitigate the Spread of COVID-19 in Head Start Programs , published on November 30, 2021, or any substantially similar rule, regulation, or agency statement.
