College tuition; establishing a scholarship program for the dependents of law enforcement officers.

Participating institutions are now limited to public postsecondary schools only; private institutions were removed from eligibility.

Age limit for children of qualifying officers reduced from under 27 to under 24 years old.

The annual appropriation from the Education Trust Fund now begins with the fiscal year starting October 1, 2027 (not immediately upon enactment) and will cease once license plate revenue in a preceding fiscal year reaches $10 million or more.

The commission is now authorized to charge an administrative fee of up to three percent of monies deposited to the Scholarship Fund in a fiscal year.

The requirement that license plate proceeds be the first funds expended for the program each fiscal year was removed.
