HB 290 expands the definition of "critical infrastructure facility" to include communications service infrastructure, defense contractor facilities, and pulp and paper manufacturing facilities. It also further defines the criminal intent required for the crimes of unauthorized entry and criminal tampering at these facilities. Under this bill, unauthorized entry could result in a Class A misdemeanor. However, if a person intentionally causes damage, interrupts operations, or uses an armed drone during unauthorized entry, it could lead to a Class C felony.
