Braider opportunity act.

Added a new definition for 'Practice of natural hair braiding' that specifies services like twisting, wrapping, weaving, and braiding hair by hand or with devices, including wig making and use of topical agents, while excluding chemical treatments like dyes or straightening.

Created a new exemption stating that natural hair braiding is not regulated under the cosmetology title and is separate from barbering, hair styling, and cosmetology.

Added provision allowing salon owners to require private certification for natural hair braiders working at their salon, even though the practice itself is exempt from state regulation.

Changed the effective date from July 1, 2025 to immediately upon completion of all acts necessary for the bill to become law.
