What changed between versions
Removed the requirement that a facility must perform at least three first-trimester or one second/third-trimester abortions per year to be classified as a 'surgical abortion facility.' Now any facility providing surgical abortions must be licensed.
Added a new medical exception allowing abortion treatment for cancer or other diseases where treatment may be fatal or harmful to the unborn baby, in addition to saving the woman's life, treating ectopic pregnancy, or removing a dead fetus.
Added a new subsection requiring licensed physicians performing at least one surgical abortion to submit documentation proving they have admitting privileges at a hospital within ten miles of the facility.
Modified penalty structure: violations of admitting privilege requirements are now misdemeanors with a $1,000 fine per violation, while performing abortions without proper licensure remains a felony punishable by 1-14 years imprisonment.
