COVID-19 business relief programs-2.

This bill creates the Wyoming Business Interruption Stipend Program to provide direct financial relief to small businesses impacted by pandemic-related closures. It authorizes the Wyoming Business Council to reimburse eligible businesses (those with 50 or fewer full-time employees as of March 31, 2020, independently owned, and headquartered in Wyoming) for losses due to required closures ordered by state or local governments starting March 15, 2020. Payments are set at $15,000 base plus $2,000 per full-time employee or equivalent, funded using CARES Act relief funds allocated to Wyoming. The program requires businesses to submit applications and certify eligibility and actual losses before receiving payments.
