Requiring social equity impact analysis in performance audits and legislative public hearings thereon.

SB 5414 requires the state auditor to include an analysis of the social equity impact of programs and services when conducting performance audits of state and local government agencies. This means audits will now specifically examine how government operations affect different groups within the population. The bill adds this "social equity impact analysis" as a new, tenth required element for all performance audits. Legislative bodies must then hold public hearings to consider these audit findings, including the social equity analysis.
