Created a new 'Legacy Retirement System' that merges the assets, liabilities, and membership of the Law Enforcement Officers' and Firefighters' Retirement System Plan 1, Teachers' Retirement System Plan 1, and Public Employees' Retirement System Plan 1 into one entity with three distinct benefit tiers.
Eliminated the separate funding tracks and specific amortization deadlines for Plan 1 of each individual system, replacing them with a unified funding mechanism for the new Legacy Retirement System.
Replaced specific amortization schedules for unfunded liabilities with a new rolling 10-year funding approach for the merged system, adjusting contribution rates to reflect the combined financial status of all three plans.
Established new automatic, fully indexed cost-of-living adjustments for retirees in the merged Teachers' and Public Employees' plans, starting in 2026, to provide ongoing benefit increases previously unavailable to these groups.
Changed the effective date for most provisions from September 1, 2027, to the earlier of receiving IRS approval or September 1, 2027, while making cost-of-living adjustments effective immediately upon passage (July 1, 2025).
