Local school divisions; in-person learning.Requires each local school division to make in-person learning availableto all students by choice of the student's parent or guardian. Thebill contains an emergency clause.
Parked cars; VDOT right-of-way. Authorizes vehicles to be stopped or parked in an unoccupied Department of Transportation right-of-way adjacent to a highway in case of an emergency, accident, or mechanical breakdown. The bill clarifies that the term "emergency" includes retrieving a companion animal from a highway or area adjacent to a highway.
Casino gaming; requirements for issuance ofoperator's license; human trafficking training. Requires applicantsfor operator's licenses to have established a policy requiring alllicense and permit holders who interact directly with the publicin the casino gaming establishment to complete a training courseacceptable to the Virginia Lottery Department in how to recognizeand report suspected human trafficking in order to be eligible forthe issuance of an operator's license.
International Overdose Awareness Day. DesignatesAugust 31, in 2021 and in each succeeding year, as InternationalOverdose Awareness Day in Virginia and directs that flags be loweredto half-mast on August 31 in memory of those who have lost theirlives to addiction.
Wrongful death statute of limitations; criminal investigations by law enforcement. Provides that, in a civil action for the wrongful death of an injured person, such an action may be brought by a personal representative of a decedent within two years after the death of the person or, if applicable, within two years of the conclusion of a criminal investigation by law enforcement of such death, whichever is longer. Under current law, a wrongful death action must be brought within two years of the death of the decedent. The bill contains an emergency clause.
