MODERATE
The bill was finalized and approved as Chapter 558, changing the bill type from a House substitute to an enacted law. The scope of reporting was narrowed to only investor-owned utilities, excluding municipal utilities. A new definition was added to explicitly identify PJM Interconnection as the regional transmission entity. The reporting requirements for vote descriptions were tightened to mandate a specific word count between 20 and 100 words.
Scope change
The bill's applicability was restricted to investor-owned electric utilities and licensed suppliers, explicitly exempting electric utilities owned or operated by municipalities.
ELIGIBILITY
Reporting requirements now apply only to investor-owned electric utilities, removing the obligation for municipal utilities to submit reports.
DEFINITION
A new definition was added to explicitly state that the 'Regional transmission entity' refers to PJM Interconnection, LLC.
REQUIREMENT
The description of recorded votes must now be a specific length of 20 to 100 words, replacing the previous vague requirement for a 'brief description'.
TECHNICAL
The bill text was converted from a draft substitute version to the final enacted chapter format with official approval dates.
