State of preparedness; feasibility & impact of program to prioritize prevention/mitigation, etc.

Added a new Section 2 requiring the Department of Emergency Management to assess the feasibility and impact of developing a program to prioritize prevention and mitigation of damage during emergencies that do not warrant a gubernatorial declaration of a state of emergency.

Added a new Section 3 requiring the Department to submit a report on findings and recommendations to the Governor and relevant committee chairs no later than November 1, 2026.

Modified the definition of 'state of preparedness' in Section 1 to include the purpose of supplementing preparedness efforts and pre-positioning available resources to prevent or alleviate damage, loss, hardship, or suffering.

Added specific evaluation criteria for the Department's assessment, including criteria for determining when emergencies warrant a Department response without a state of emergency declaration, procurement procedures for emergency supplies, reimbursement feasibility, and cost estimates for responding to smaller-scale emergencies.
