MINOR
This bill transitions from a draft legislative proposal to an officially enacted law (Chapter 27 of the 2026 Acts of Assembly). The substantive policy content regarding electric vehicle charging planning, cost recovery rules, and utility restrictions on building new public charging stations remains unchanged, though the text was reformatted to match the official state code style.
TECHNICAL
The document structure changed from a draft bill format to the official 'Enrolled' and 'Chaptered' format, including the addition of approval dates and chapter numbers.
Text was reflowed and line breaks were adjusted to fit the standard layout of the Virginia Code, but the legal meaning and wording of the sections remained identical.
Draft-specific markers, such as the '1[...]1' amendment notation and the initial 'Be it enacted' header, were removed as the bill was finalized.
