MODERATE
The bill was revised from a permanent establishment of a Housing Revolving Loan Fund into a two-year pilot program. This change limits the initiative's duration and restricts funding sources to a specific percentage of the existing Virginia Housing Trust Fund rather than creating a new permanent fund in the state treasury.
Scope change
The scope changed from a permanent legislative fund to a temporary, two-year pilot program.
SCOPE
The bill was changed from establishing a permanent 'Virginia Housing Revolving Loan Fund' to creating a temporary 'two-year pilot program'.
FISCAL
Funding is no longer a new permanent fund in the state treasury; instead, pilot funds must come from up to 15% of annual deposits to the existing Virginia Housing Trust Fund, subject to the annual appropriation act.
TIMELINE
The effective date was removed, and the program is now explicitly limited to a two-year duration.
REQUIREMENT
Reporting requirements for the 'Virginia Growth and Opportunity Fund' (GO Virginia) were removed from the bill's text.
