The bill was completely rewritten to address a different tax provision. The original bill focused on § 58.1-611 (retail sales tax credits for out-of-state purchases), while the substitute focuses on § 58.1-2403 (motor vehicle sales and use tax exemptions).

New exemptions were added for electric vehicles, including provisions for vehicles owned for less than 12 months if the owner can provide evidence of sales tax paid to another state or residency in another state.

The credit for taxes paid in another state for tangible personal property was removed entirely, as the substitute bill addresses motor vehicle tax exemptions instead.

Additional exemptions were added for various vehicle types including dealer inventory, manufacturer vehicles, large passenger vehicles for bus lines, church vehicles, educational driver's education vehicles, and nonprofit hospital equipment.

The definition of 'electric vehicle' was retained but moved to the motor vehicle exemption section, establishing criteria for battery capacity (25+ kilowatt-hours), range (100+ miles), and external charging capability.
