ELIGIBILITY

Added specific provisions granting provisional licenses to former members of the Armed Forces or Virginia National Guard who have received an honorable discharge but do not meet standard licensure requirements.

Created a new pathway for individuals holding valid teaching licenses from outside the United States to obtain provisional licensure if their credentials are verified by an approved entity.

Established a streamlined reciprocity process for spouses of active duty or reserve military members, exempting them from service requirements and licensing assessments if they hold a valid out-of-state license.

Authorized the Board to develop guidelines for school boards to petition for approval of new alternate licensure routes that may include alternatives to standard teacher preparation requirements.

REQUIREMENT

Mandated that assessments for specific alternate-route endorsements in early education, elementary education, and special education must include a rigorous test of science-based reading research and evidence-based literacy instruction.

Required all alternate route certification programs to provide specific training in pedagogy and methodology approved by the Board of Education.

Permitted applicants to submit third-party employment verification forms and granted special consideration to candidates who completed programs accredited by the Council for the Accreditation of Educator Preparation.
