Added a requirement that gift certificates must have expiration dates at least five years after issuance or last reload, whichever is later.

Reorganized § 59.1-531 to combine expiration date requirements into subsection A and moved the dormancy fee prohibition to subsection C, changing the order of disclosure requirements.
