MODERATE
This bill updates Virginia's coordinate system laws to include the new Virginia Coordinate System of 2022 alongside existing 1927 and 1983 systems. The changes modernize land surveying standards by adopting updated federal geodetic frameworks, which will improve accuracy for mapping, mining operations, and property descriptions across the state.
Scope change
The bill expands the official coordinate systems recognized in Virginia by adding the 2022 system, while maintaining the existing 1927 and 1983 systems for continued use. All existing requirements for land descriptions, mining maps, and surveying practices remain in effect but now reference the updated 2022 system as an option.
DEFINITION

Added the Virginia Coordinate System of 2022 as an officially recognized coordinate system for land surveying and mapping purposes

REQUIREMENT

Updated mining map requirements to specify that maps should be on the Virginia Coordinate System of 1983 or 2022, South Zone, allowing the newer system for mine mapping

TECHNICAL

Modified coordinate system definitions to include the 2022 system's projection parameters based on the North American Terrestrial Reference Frame of 2022

TIMELINE

Added provision that new 2022 system provisions become effective upon official release by NOAA's National Geodetic Survey, with certification required from Old Dominion University
