Added new subsection H to § 35.1-14 requiring the Board to adopt regulations establishing a permitting process and food safety requirements for out-of-state entities serving food prepared outside the Commonwealth.

Clarified that permits granted to out-of-state caterers are limited to temporary, short-term events or mobile food units, and explicitly prohibit using such permits to operate permanent food service establishments in Virginia.

Added formal statutory language defining the scope of out-of-state food service operations and the conditions under which permits may be granted to entities meeting established regulatory requirements.

Changed document format from a simple bill introduction to a formal amendment in the nature of a substitute, including committee markup and page numbering.
