This bill amends the 2024 Virginia state budget to set aside $45 million from surplus revenue to help offset costs for specific transportation programs. It also delays the effective date of certain education waivers for military dependents until July 1, 2025. Additionally, the bill requires the Joint Legislative Audit and Review Commission to conduct a review of the Virginia Military Survivors and Dependents Education Program to assess its long-term financial sustainability.
