House of Delegates; salaries, contingent and incidental expenses.

This bill directs the Comptroller to pay for the salaries of temporary employees and cover various operational expenses for the House of Delegates during the 2024 Special Session I. It establishes that members of the House will receive daily pay for attending scheduled floor sessions where attendance is recorded, but explicitly excludes legislative assistants and members who are not present during recesses. However, members serving on standing committees, conference committees, or other legislative committees may still receive compensation while the House is in recess. The resolution requires the Clerk or their designee to certify these necessary payments from the House's contingent fund.
