Provides that energy efficiency programs may includeelectrification, including measures that electrify space heating,water heating, cooling, drying, cooking, industrial processes, andother building and industrial end uses that would otherwise be servedby on-site combustion of fossil fuels provided that the electrificationmeasures reduce total on-site energy consumption.
