Enforcement of private tolls; vehicle registration. Prohibits the Commissioner of the Department of Motor Vehicles fromrefusing to issue or renew a vehicle registration or license platesolely because of unpaid tolls, administrative fees, or penaltiesowed to the private operator of a toll facility in the Commonwealth.
