Virginia Public Procurement Act; architecturaland professional engineering term contracting; certain localities.Exempts any locality with a population in excess of 400,000 fromthe limitations on architectural and professional engineering contractsingle-project fees for environmental, location, design, and inspectionwork regarding highways and bridges. Current law exempts the Commissionerof Highways from such limitations and the exemption is continuedin the bill.
