Prohibits any local ordinance or resolutiongranting or permitting collective bargaining from permitting considerationduring collective bargaining negotiations of any action or discussionregarding the hiring, firing, or disciplining of a local employee.All such actions and discussions shall be exempt from all collectivebargaining negotiations.
