Authorizes the governing body of any locality, by ordinance,to restrict the total nutrient credits that are generated in thelocality and used in an adjacent eight-digit hydrologic unit codeor fourth order subbasin to comply with stormwater nonpoint nutrientrunoff water quality criteria.
