Public institutions of higher education; tuitionand mandatory fee increase; student approval. Provides that noincrease in undergraduate tuition or mandatory fees approved by agoverning board of a public institution of higher education shalltake effect unless such increase receives an affirmative vote ofat least two-thirds of undergraduate students enrolled in such institution.
