Study; DBHDS, DOE and DSS; feasibility of developingan early childhood mental health consultation program for all earlycare and education programs; report. Directs the Departments of Behavioral Health and Developmental Services, Education, and SocialServices to jointly study the feasibility of developing an earlychildhood mental health consultation program available to all earlycare and education programs serving children from birth to five yearsof age. The Departments shall complete their meetings by November30, 2020, and shall submit to the Governor and the General Assemblyan executive summary and a report of their findings and recommendationsfor publication as a House or Senate document by the first day ofthe 2021 Regular Session of the General Assembly.
