Summary
Regional electric utility or transportation sectoremissions programs; participation by Commonwealth. Prohibits theGovernor or any state agency or political subdivision from adoptingany regulation, rule, or guidance document that establishes or authorizesthe Commonwealth to join or participate in a regional program addressingemissions from the electric utility sector or transportation sectorunless the program requires that all of the proceeds from the saleof emissions allowances be returned to customers in the Commonwealth.
