State Medical Facilities Plan; revisions.

Requires the State Medical Facilities Plan task force to review the State Medical Facilities Plan and update or validate existing criteria in the State Medical Facilities Plan at least once every two years. Currently, the task force is required to review and update or validate the State Medical Facilities Plan at least once every four years. The bill also exempts amendments to the State Medical Facilities Plan from the Administrative Procedure Act if the Board of Health (i) provides a Notice of Intended Regulatory Action in accordance with the requirements of § 2.2-4007.01, (ii) provides notice and receives comment as provided in § 2.2-4007.03, and (iii) conducts at least one public hearing on the proposed amendments. The provisions of the bill are contingent on funding in a general appropriation act.
