Retired circuit court judges under recall; qualification by Committees for Courts of Justice.

Summary
Requires that retired circuit court judges sitting as substitutes be found qualified every three years by the Courts Committees instead of authorized by the Chief Justice. The bill provides that the Chief Justice may call upon and authorize any circuit court judge whose retirement becomes effective during the interim period between regularly scheduled sessions of the General Assembly to sit in recall. The bill has a delayed effective date of July 1, 2018.
