What changed between versions
The Land Mobile Radio network authorization in Section 12(a)(3) was expanded from a two-year, $4.5 million allocation limited to a statewide conceptual design to a three-year allocation that also covers detailed proof-of-concept designs, initial pilot implementation, and building out or improving 10 or more radio sites including equipment and antenna deployment.
Section 12(d) adds a provision that after the three-year LMR period ends, the Department may request General Assembly authorization to use any remaining monies, and those funds cannot be used without legislative approval.
New Section 13a makes the Technical Rescue Grant Program (Sec. 2) and the emergency media/language access program (Sec. 13) contingent on the availability of sufficient funds within the Department of Public Safety and Agency of Administration respectively.
New Section 13b appropriates a separate $500,000 from the General Fund to the Department of Public Safety in fiscal year 2027 for the Ready Response Grant Program, in addition to the $1,000,000 listed in Section 13(5).
Section 12(c) adds a requirement for the Department of Public Safety to submit written expenditure reports to four legislative committees (House and Senate Appropriations and Government Operations) on or before May 1, 2027, January 15, 2028, and January 15, 2029.
The enacted version includes legislative tracking markings (VT LEG #390254 v.1) and a different page numbering scheme (Page X of 29) compared to the official passed version (Page X of 63), reflecting different document preparation formats rather than policy changes.
