The prepaid burial arrangement exclusion for Medicaid eligibility no longer specifies an increase from $10,000 to $15,000. Instead, it now references 'the limit on the amount that may be preserved through an irrevocable prepaid funeral arrangement' without stating specific dollar figures.
The deadline for the Department of Vermont Health Access to seek a federal state plan amendment for Medicaid coverage of doula services was extended from July 1, 2026 to July 1, 2027. Correspondingly, the effective dates for the doula certification program and Medicaid doula coverage were also shifted from July 1, 2026 to July 1, 2027.
The official version had a single effective date of July 1, 2026 for the entire act. The unofficial version replaces this with staggered effective dates: doula-related sections (Secs. 1-4 of the related 2025 act) take effect July 1, 2027; Medicaid doula coverage takes effect on the later of July 1, 2027 or federal approval; and all remaining sections take effect immediately upon passage.
