What changed between versions
The home study program's pre-enrollment and post-enrollment hearing mechanisms (former subsections e through h) were repealed, removing the Secretary's ability to call hearings to block or terminate home study enrollment.
Home study enrollment notices now require listing the names, addresses, phone numbers, and signatures of all persons providing ongoing instruction in each subject area, plus signatures of all custodial parents/guardians or an attestation of sole primary educational decision-making authority.
Withdrawal from a home study program now requires the parent or guardian to notify the Secretary in writing within 10 business days, replacing the prior system where the program notified the Secretary and the Secretary notified the superintendent.
New petition requirements for nominating at-large board members in union school districts (Secs. 9-11): a petition must be signed by at least 60 voters or one percent of legal voters in the district, whichever is less.
A new Act 1 Technical Advisory Group (Sec. 7) is created with 12 members designated by education organizations, the Vermont Human Rights Commission, Outright Vermont, and others. It provides ongoing assistance on ethnic and social equity standards recommendations and ceases to exist January 31, 2024.
The Ethnic and Social Equity Standards Advisory Working Group's cessation date was extended from July 1, 2023 to September 1, 2023; its recommendation deadline moved from December 31, 2022 to June 30, 2023; and the State Board's consideration deadline moved from December 31, 2022 to December 31, 2023.
Effective dates were restructured: Secs. 6 and 12 take effect on passage, Sec. 7 takes effect September 1, 2023, and all other sections take effect July 1, 2023 (previously most took effect July 1, 2023 with only Secs. 6 and 7 on passage).
The word 'annual' was removed from the home study enrollment notice requirement (confirmed by a revision note as an inadvertent carryover from committee markup), and standardized assessment language was expanded to include tests 'administered in a manner approved by the testing company.'
