What changed between versions
The name of the new fund was changed from 'Vehicle Registration Services Expendable Special Revenue Fund' to 'Vehicle Registration Services Restricted Account,' and it was created in the General Fund rather than as a separate fund.
The required contribution for the historical black license plate was increased from $25 to $50.
The allocation of the increased historical black license plate fee was adjusted: $18.60 now goes to the Transportation Investment Fund (increased from $23) and $4.40 goes to the General Fund (increased from $2), while $2 still goes to the Utah State Historical Society.
A provision transferring $3,500,000 from the Sponsored Special Group License Plate Fund to the General Fund for fiscal year 2025 was removed.
