Updated the International Fire Code edition from 2021 to 2024 and modified NFPA standards to reflect current national safety benchmarks.
Mandated that fire sprinkler and alarm system layouts be prepared by professionals certified at Level III or IV by the National Institute for Certification in Engineering Technologies.
Required waterflow alarms (horn/strobe) in sprinkler systems for single-tenant, multi-tenant, and exterior locations where a full fire alarm system is not required.
Added specific fire safety and evacuation protocols for special education classrooms, allowing them to shelter in place under strict conditions.
Established detailed requirements for carbon monoxide detection systems in Group E (educational) occupancies, including automatic shutdown of gas equipment and notification procedures.
Adjusted fire flow requirements for isolated one- and two-family dwellings and clarified conditions under which automatic sprinkler systems are required in residential structures.
Added new definitions for Ambulatory Surgical Centers, Assisted Living Facilities (including Type I and II subcategories), and Independent Third-Party engineers/architects.
Changed occupancy classifications for child care facilities and assisted living facilities, adjusting thresholds for when a facility must be classified as Group E, Group R-3, or Group I-1.
Added requirements for fire code officials to provide written notices of appeal rights and established processes for appealing emergency orders.
Set the effective date of the bill to July 1, 2026.
