Population Data Amendments
What changed between versions
In Sections 10-9a-302, 17-27a-302, 17-50-502, and 26B-3-301, the priority for determining population figures was reversed: Utah Population Committee estimates are now the primary source, with US Census Bureau data as the fallback (previously census was primary and UPC was the backup).
In Sections 59-12-205, 59-12-2219, and 59-12-2220, population figures used for tax revenue distribution among local governments now come primarily from the Utah Population Committee, with a new 'adjusted sub-county population estimate' (defined in Section 63C-20-104) serving as an intermediate fallback when UPC estimates are not available for each individual municipality or unincorporated area.
The phrase 'to the extent not otherwise required by federal law' was added to several population determination provisions (Sections 59-12-205, 59-12-401, 59-12-402, 59-12-405, 59-12-603, 59-12-1102, 59-12-2219, and 59-12-2220), creating a carve-out that preserves federal data requirements where applicable.
Formatting changes throughout: effective date notations changed from parenthetical format '(Effective 05/07/25)' to inline format 'Effective 05/07/25', and the affected sections list in the header was reformatted without parentheses around dates.
