Personnel Oversight and Shift Tracking Act of 2025

Section 2(b)(3) was changed so that the FPS Director no longer directly establishes corrective training and performance improvement plans for contract security personnel who fail covert tests. Instead, the Director must direct the security contractor to establish those plans, and the Director's role becomes reviewing the contractor's plan to ensure it is adequate to prevent future failures.

A new Section 4 (Savings clause) was added stating that nothing in the Act designates a contractor employee engaged in protection of Federal property under section 1315 of title 40 as a federal employee. This clarifies that the oversight requirements do not change the employment classification of contract security personnel.
