Frank Connor and Trooper Werner Foerster Justice Act

This bill requires the U.S. government to work with Cuba to secure the return of specific U.S. fugitives who escaped to Cuba after committing serious crimes in the U.S., including Joanne Chesimard (accused of murdering a state trooper) and William Morales (involved in bombings that killed Frank Connor). It mandates annual reports from the Secretary of State and Attorney General detailing efforts to return these fugitives, assessing Cuba’s compliance with extradition treaties, and estimating the number of other U.S. fugitives in Cuba. The bill also blocks certain U.S. law enforcement funds from being used in Cuba until Cuba meets these extradition requirements and conditions for resuming economic relations under the LIBERTAD Act. The annual reporting requirement ends after two consecutive years where Cuba is found actively returning fugitives and fulfilling its treaty obligations.
