Trucking Security and CCP Disclosure Act of 2026

This bill creates a new certification requirement for companies that transport Department of Defense freight by truck, requiring them to confirm they have no ownership or significant business ties to Chinese military companies or other designated foreign adversaries. It also establishes a new national registry of carriers approved to handle defense freight, which will require enhanced security vetting for companies and their personnel. Motor carriers must maintain records of these certifications for five years, and those who knowingly provide false information face contract suspension, debarment from future government contracts, and potential civil penalties. The bill applies to prime contractors, subcontractors, and owner-operators at all levels, and requires the Department of Defense to issue implementation regulations within 180 days of enactment.
