Ensuring Predictable and Reliable Water Deliveries Act of 2025

This bill requires the U.S. Secretary of State to submit annual reports verifying whether Mexico delivered at least 350,000 acre-feet of water to the U.S. under the 1944 treaty. If Mexico fails to meet this minimum, the President must deny non-treaty water requests from Mexico and may limit engagement with Mexican sectors dependent on treaty water deliveries (excluding fentanyl-related cooperation). The report must also assess Mexico’s capacity to deliver 1.75 million acre-feet by 2029 and identify economic sectors relying on U.S. water or Rio Grande tributaries. Exceptions allow emergency water requests only for ecological, environmental, or humanitarian crises, not for routine municipal or infrastructure needs.
