S 3036 United States Senate · 119th Congress

Chinese Communist Party SDR Exchange Prohibition Act of 2025

This bill prohibits the U.S. Treasury from exchanging Special Drawing Rights (SDRs) - IMF financial assets - held by the Chinese Communist Party (CCP). It requires the Treasury Secretary to advocate with other IMF member countries to ban such exchanges and directs the U.S. IMF representative to oppose any SDR allocations to the CCP. The President may temporarily waive these restrictions for national security reasons but must notify Congress, and the law automatically ends after five years or if the President certifies termination is in U.S. interest. The bill directly affects the CCP’s ability to access IMF resources and shapes U.S. diplomatic engagement at the International Monetary Fund.
