Any Commissioner may now request a vote at the Commission level before the notice of inquiry on the Broadband Funding Map can proceed. The inquiry cannot move forward unless a majority of Commissioners approve it. This adds a significant procedural gate that was not in the introduced version.
The stated purpose of data collection changed from preventing 'redundant overbuilding of broadband infrastructure with Federal funding' to preventing 'inefficient use or fragmentation of Federal funding for broadband infrastructure.' This broadens the concern beyond just duplicate builds to include any inefficient or fragmented spending.
A new evaluation consideration was added requiring the Commission to assess whether third-party mapping data should be incorporated to improve the functionality and transparency of the Broadband Funding Map. A parallel new item was also added to the GAO study considerations regarding the feasibility and potential benefits of incorporating third-party mapping data.
Multiple statutory citations were corrected for precision, changing general references to '47 U.S.C. 1704' into more specific subsection citations such as '47 U.S.C. 1704(d)', '1704(e)', '1704(d)(1)', and '1704(g)'.
The title 'Comptroller of the United States' was corrected to 'Comptroller General of the United States,' and 'Institute of Museum and Library Sciences' was corrected to 'Institute of Museum and Library Services.'
Minor wording change in the GAO study: 'across relevant Federal agencies' was changed to 'by relevant Federal agencies' in the taxpayer savings consideration.
