Racehorse Health and Safety Act of 2025

This bill repeals the Horseracing Integrity and Safety Act of 2020 and establishes the Racehorse Health and Safety Organization (RHSO) to oversee medication control and racetrack safety for Thoroughbreds, Standardbreds, and Quarter Horses. The RHSO will be governed by a board of directors and will work with breed-specific scientific medication control committees and a Racetrack Safety Committee to develop and enforce rules. States must join an interstate compact to participate in the new system, with non-member states facing restrictions on interstate betting. The bill also establishes administrative sanctions including fines, purse disgorgement, and lifetime bans for violations of medication or safety rules.
