HR 8897 United States House · 119th Congress

Improving Travel for American Families Act

The Improving Travel for American Families Act directs the Transportation Security Administration to create a two-year pilot program at five airports. This initiative aims to make travel easier for families by testing alternative security screening lanes specifically designed for passengers traveling with children twelve years old and younger. When choosing which airports to include, the program will prioritize locations with high numbers of families and ensure there is enough space and staff to handle these new lanes without slowing down other security lines. The Transportation Security Administration must report the results of this pilot program to Congress within one year of the law's enactment.

MODERATE
The engrossed version makes the TSA family travel pilot program discretionary rather than mandatory, removes the requirement to launch at a minimum of five airports, and drops the waiver of standard regulatory processes (APA, CRA, PRA). It also adds a new set of security requirements and shifts the congressional briefing deadline from one year after enactment to 270 days after the program is actually established.
SCOPE

The pilot program changed from mandatory ('shall establish') to discretionary ('may establish'), giving TSA the option to not create the program at all.

REQUIREMENT

Removed the requirement that the pilot program operate at a minimum of five airports, allowing fewer locations if the program is launched.

Added a new subsection (b) with three security requirements: passengers must be screened per their Secure Flight vetting status, TSA officers cannot admit passengers to expedited lanes without a qualifying boarding pass, and local management may open or close checkpoint lanes and reallocate resources based on passenger volume.

TECHNICAL

Removed the 'notwithstanding any other provision of law' clause that had waived the Administrative Procedure Act, Congressional Review Act, and Paperwork Reduction Act, meaning the program would now be subject to normal rulemaking and review processes.

TIMELINE

Changed the congressional briefing deadline from 'not later than one year after enactment' to 'not later than 270 days after such establishment,' tying the clock to when the program actually begins rather than when the law is signed.
