To amend the Specialty Crops Competitiveness Act of 2004 to provide for seasonal and perishable programs, and for other purposes.

This bill amends the Specialty Crops Competitiveness Act to create a new program that provides financial assistance to U.S. farmers of fresh fruits and vegetables when import prices drive down local market rates. Starting in the 2027 marketing year, the Department of Agriculture would make annual payments to eligible producers in regions where these crops are grown, specifically when the national average price for the crop falls below a set reference price due to imports. To qualify for these payments, a farmer must have an adjusted gross income under $5 million and derive at least 75 percent of their income from farming, ranching, or forestry. The assistance is calculated based on the difference between the reference price and the actual market price, multiplied by the farm's average production over the previous three years.
