Somaliland Economic Access and Opportunity Act

This bill requires the U.S. Secretary of the Treasury to submit a comprehensive report to Congress within 180 days on barriers preventing Somaliland from accessing the United States financial system. The report must examine legal, regulatory, and policy obstacles related to Somaliland's international recognition status, compliance with anti-money laundering and counter-terrorism financing standards, and challenges to remittance flows. Additionally, the report should include recommendations for steps Somaliland can take to improve compliance with international financial norms and actions the U.S. government could take to facilitate financial access, such as evaluating World Bank and IMF resource allocation and assessing SWIFT system integration. The Treasury Secretary may consult with Somaliland government officials and private financial institutions while preparing the report.
