What changed between versions
Division E is now the Financial Services and General Government Appropriations Act, 2026 (covering Treasury, Executive Office of the President, Judiciary, District of Columbia, and Independent Agencies), replacing the previous 'Authorizing Extenders and Technical Corrections' division which was renumbered to Division I.
Division F is now the National Security, Department of State, and Related Programs Appropriations Act, 2026 (covering State Department, Administration of Assistance, Bilateral Economic Assistance, International Security Assistance, Multilateral Assistance, and Export and Investment Assistance), replacing the previous 'Health Care Extenders' division which was renumbered to Division J.
A new Division G titled 'Other Matters' was added to the bill.
A new Division H, the Department of Homeland Security Appropriations Act, 2026, was added covering departmental management, security and enforcement, protection and response, and research and training.
New Section 6 appropriates $174,000 for payment to Jill Marie LaMalfa, widow of late Representative Douglas L. LaMalfa from California.
Additional explanatory statement provisions were added incorporating the explanatory statements from H.R. 7006 (for divisions E, F, and G) and H.R. 7147 (for division H/DHS), giving them the same legal effect as joint conference committee explanatory statements.
Extensive formatting changes throughout Division A (DoD) adding consistent indentation to section numbers and subsections; no substantive policy changes in these provisions.
