Federal Workforce Civics Competency and Accountability Act

HR 7102, the Federal Workforce Civics Competency and Accountability Act, requires all federal civilian career employees to pass a citizenship test as a condition of employment. The bill applies to all career employees in the competitive service (standard federal jobs) and career appointees, excluding certain confidential or policy-making roles. Employees must pass the full test (90% correct) for initial hiring or continued employment within one year of enactment, and take a shorter annual test (15/20 correct) thereafter; failing the full test may lead to disciplinary action, including removal. The Office of Personnel Management (OPM) administers the test, provides study materials, and reports annual compliance and disciplinary data to Congress.
